Tribal Cybersecurity Grant Program

The Infrastructure Investment and Jobs Act (IIJA) also established the Tribal Cybersecurity Grant Program (TCGP) to award grants to Tribal governments to address cybersecurity risks and cybersecurity threats to information systems owned or operated by, or on behalf of Tribal governments. The TCGP enables DHS to provide targeted cybersecurity resources for Tribal governments, thus improving the security of critical infrastructure and improving the resilience of the services Tribal governments provide to their members.

All 574 federally recognized Tribal governments are eligible to apply.  


​​​​​General Information 

The goal of the TCGP is to assist Tribal governments with managing and reducing systemic cyber risk. The TCGP enables DHS to provide targeted cybersecurity resources that improve the security of critical infrastructure and resilience of the services that Tribal governments provide to their members. The Cybersecurity and Infrastructure Security Agency (CISA) and Federal Emergency Management Agency (FEMA) are jointly managing the TCGP. CISA will provide cybersecurity programmatic subject-matter expertise by defining goals and objectives, reviewing and approving cybersecurity plans establishing measures of effectiveness, and organizing the Objective Review Panels to review and score applications. 

Program Objectives:
  • ​Establish cyber governance and planning.
  • Assess and evaluate systems and capabilities.
  • Implement security protections commensurate with risk; and
  • Build and train a cybersecurity workforce.
  • Ensure organization personnel are appropriately trained in cybersecurity, commensurate with responsibility.​
Eligibility Requirements

All 574 federally recognized Tribal governments are eligible to apply.  Tribal governments that register and apply must fulfill the requirements and complete the final step in the ND Grants System by 5:00pm ET on the due date.

Program eligibility requirements include

  • Submitting a Cybersecurity Plan.
  • Establishing and submitting a Cybersecurity Planning Committee Charter.
  • Establishing a Cybersecurity Planning Committee comprised of the required membership types:
    • An existing Tribal Council/Governing Body that includes 1) a grants administration office representative, and 2) a designated Chief Information Officer (CIO), Chief Information Security Officer (CISO), or equivalent official to the CIO or CISO with expertise in Information Technology (IT) may be used to meet the Committee requirement. This body would also be responsible for fulfilling the duties of the committee.
